institutions such as Duke, Dartmouth, and Ohio State--made a dramatic
proposal to lower the legal age for drinking alcohol from 21 to 18. But
the proposal would have to overcome many obstacles, not least of which
is the British experience, where an 18-year-old drinking age has done
